The Chamber of Deputies shall establish standing committees and can set up investigation committees or other special committees. Mediation committees or other joint committees with the Senate can also be established. The standing committees are comprised of 13 to 40 deputies, except for the Committee for regulations, which is comprised of one representative of each parliamentary group. The number of the members of the standing committees shall be established, as the case may be, by the Chamber of Deputies. The number of the members and the nominal composition of the investigation or special committees shall be approved at the time of their establishment. A deputy shall belong to only one standing committee of the ones stipulated under article 58, except for the members of the Committee for regulations and the Committee for information technology and communications, who are allowed to be part of some other stand committee, too.
The committees of the Chamber of Deputies shall be composed in accordance with the Chamber's political configuration. For each committee, the number of seats to be allocated to each parliamentary group or to independent deputies shall be established by the Chamber of Deputies, following a proposal by the Standing Bureau. The committees' members shall be designated with the consent of the leaders of the parliamentary groups, in accordance with the Chamber's political configuration. If no disagreement exists about member designation to the committees according to paragraph 1, the Chamber shall approve the composition of the committees based on a show of hands of the majority of the deputies present. If the parliamentary groups cannot reach an agreement on the composition of one or several committees the Standing Bureau shall propose, an the Chamber shall decide, based on the vote of the majority of deputies present, on the candidacies supported by each parliamentary group, in compliance with the Chamber's political configuration.
The meetings of the committees are not open. Exceptionally, the committees can decide to invite the representatives of the press, as well as the terms under which their proceedings can be broadcast on radio or TV, unless this affects state interests, which recommend to keep such debates secret. Ministers shall have access to the proceedings of the committees. If their participation is requested, their presence shall be mandatory. The president of the Chamber shall inform the Government about the date on which their meetings take place. The deputies who have made proposals on which the proceedings of the committees are based (authors of legislative proposals, amendments etc.) as well as, at the request of committee's president, specialists of the Legislative Council, shall be entitled to participate in their meetings. The committees can interested persons, representatives of non-governmental organisations, and specialists to their proceedings.
For the meetings of the committees to take place lawfully, the participation of the majority of the members comprising them shall be necessary. The committees' decisions shall be adopted based on the vote of the majority of the members present. The presidents of the standing committees, in agreement with the president of the Chamber, shall see that, for the duration of the sessions, one day a week is solely dedicated to activities in the committees. At the beginning of the debate of an item on the agenda, the committee shall designate, on the proposal of the president, one or several rapporteurs from amongst its members. The latter shall see that the committee report or opinion is prepared, which then shall be subject to its approval. The reports and opinions also shall comprise, by all means, apart from the opinion of the committee's majority, the possible contrary opinions of the other deputies in the committee, with their motivations.
As a rule, the vote in the committee is open. Under certain circumstances, decided upon by its members by means of a vote, a ballot can also be resorted to. As regards the proceedings of the committees' meetings, reports shall be prepared, which can be consulted by the deputies. At the end of each meeting, the committee bureau shall see that a press release is drawn up. A synthesis of the proceedings of each committee shall be published weekly in the Official Gazette of Romania, Part II. The synthesis shall comprise the issues debated, the result of the vote on articles and draft laws, the full names of the missing members. For justified cases, the committee shall see its debates are recorded by shorthand writing.
