Professional Experience:
  • Seven-year experience of collaboration with the International Financial Institutions: World Bank, European Investment Bank, European Bank of Reconstruction and Development; PHARE and the International Monetary Fund. Funds attracted for Romania and spent, within various social and infrastructure projects – approx. 1 billion USD.

Director – administrator of projects for external financing within the Project Management Unit for Economic Reform and for covering the social costs of the reform, with responsibilities within the Private Sector Adjustment Loan (PSAL I) in amount of $400 million, financed by the World Bank, concerning :

  • the restructuring of the banking system: Romanian Commercial Bank, Agricultural Bank, CEC and the liquidation of BANCOREX ;
  • the strengthening of the structural and legal framework for electric energy, telecommunications, railways, oil and gas sectors;
  • the improvement of the business sector;
  • the alleviation of the social costs of restructuring.

Director of the Enterprise Restructuring and Employment Conversion Programme (RICOP) – (Programme for Industrial Restructuring and Professional Conversion) in amount of 100 million Euro - financed by the European Commission, aiming at covering the social costs of the restructuring and privatization process of the loss-making companies as well as the creation of 60,000 jobs (working places).

Ministry of Transport – Project Management Unit, administrator of projects with external financing within the Private Sector Structural Adjustment Programme (PSAL) and the Private Sector Institution Building ProjectI (PIBL), financed by World Bank, in amount of $300 million.

Responsibilities within the PSAL Programme for the accomplishment of the objectives established by the Loan Agreement aimed at restructuring the banking system, strengthening the structural and law framework for electric energy, telecommunications, railways, oil and gas sectors, the improvement of the business environment; the alleviation of the social costs of restructuring.

Main activities::
  • Participation in the negotiation and the conclusion of the two Loan Agreements, PSAL and PIBL;
  • the accomplishment of the programme for implementing the Financial Auditory Law and the Order to introduce the development framework of the accounting system and the conceptual framework for the international standards;
  • implementation of a regulation programme in order to enforce the Law regarding Security Rights in Movable Property;
  • drawing up the Law on the acceleration of the economic reform, Title I – Modification and completion of the GO no 88/1997 on the privatization of the commercial companies;
  • the assurance, in high quality conditions, in compliance with GD 374/1999 on setting the conditions for implementation of the PSAL and PIBL provisions;
  • preparing and launching of auctions and projects contracting in accordance with the World Bank procedures (the preparation of the standard documents, evaluation, negotiation, contracting);
  • monitoring the contracts in compliance with the Plan for programme implementation and with the terms established by the Romanian Government in achieving PSAL objectives;
  • drawing up and handing over to World Bank the periodical reports on the programmes implementation;
  • pointing out variations within the projects development, establishing their causes and identifying remedy actions;
  • reporting to the Government, through the PSAL programme coordinator, on the fulfilment stage of the imposed conditionalities..

  • May 1997 –
    May 1999
    Ministry of Transport – General Department for External Financial Relations, PHARE Program Management Unit, purchasing expert for PHARE Program (multiple countries) for facilitating the transit and the modernization of the cross-border areas.
    The main activities carried out envisaged the identification of the projects eligible to be financed through the PHARE Programmes; preparing financing agreements, public auctions, accomplishment of the works and their monitoring. The total value of the works is about EUR 300 mill.

    National Administration of Roads – The Department of “External Financing Programmes “ - expert within the Contracts Department.
    The main activities carried out envisaged attracting funds and setting up rehabilitation works of roads for programmes II, III and IV, as well as highways, with a total value of over EUR 500 mill.

    The main activities carried out envisaged supervising the works, in compliance with the international norms, as a representative of the international contractor for the construction and rehabilitation works of the National Roads 38 and 39 in the frame of the first National Roads Rehabilitation Programme financed by the World Bank.

    The main activities carried out envisaged the management of works in compliance with the international norms, collaboration with the Romanian local authorities, conclusion and implementation of contracts with various local suppliers, permanent correlation of the activity with the legislative changes.

    5. Initiator of the project of creating a Club of the female MPs, as an informal platform for debates on Romanian women problems, for a dialogue with the institutionalised civic society, to create a support pillar and to promote equal chances in the Romanian society.
    6. Coordinator of the Sub-committee promoting dialogue and proposals to include the principle of equal chances for women and men in the Constitution of Romania.
    7. Organizer/Coordinator of the international meeting: “Equal chances for women and men – objective of the European Union and Romania”, with the participation of European female parliamentarians, members of the Committee on Women’s Rights and Equal Opportunities, the European Parliament rapporteur for Romania, Baroness Emma Nicholson, Chief of the delegation of the European Commission in Romania, His Excellency Mr. Jonathan Scheele, members of the institutionalised civic society, parliamentarians, representatives of public authorities.
    8. Organizer of the meeting with the representatives of institutionalised civic society, aimed at identifying the cooperation channels to implement the Law on Equal Opportunities and Improvement of Women Conditions in Romania.
    9. Organizer of the meeting with the representatives of Central administration on the implementation stage of the Law on Equal Opportunities and Treatment for Women and Men.
    10. Organizer of the meeting on the elaboration of the Law for the Foundation of the National Authority for the Implementation and Monitoring of the Equal Opportunities and Treatment, with the participation of civic society.
    11. Participation in the elaboration of the Law regarding the Foundation of the National Authority for implementing the Law on Equal Opportunities for men and women.
    12. Promotion and implementation of the programme for launching the Romanian traditional craftsmanship by supporting women integration and the development of retail market for traditional products, on internal and international market.
    13. Support for the mayoresses, irrespective of their political colour to solve citizens’ problems in their communities.
    14. Initiator (following participation in creating the Mayoresses’ Alliance) of the collaboration among female parliamentaries, women elected in the local public administration and representatives of the civic society.
    15. Member of the Working Commission elaborating sectorial programmes for international policies.
    16. Initiator, together with a group of women of the Democratic Party, of the reform of Democratic Women Organization resulting in the promotion of more than 2460 women in leading positions within the Democratic Party and the implementation of the “Promoting Women in Politics” Programme.
    17. Initiation and implementation of the Programme for supporting the mayors of the Democratic Party to fulfill the programmes proposed to the citizens. In 2002 I attracted for the Democratic Party mayors 20% of the international funds allotted to Romania.
    18. Initiation of the programme to support women, members and sympathizers of the Democratic Party, to involve in politics.
    19. Initiation of the programme for education and leisure for the children of female Democratic Party members and sympathizers from Bucharest.
    20. Support to the female candidates in the partial elections, for the position of mayoress
    21. Implementation of programmes for institutionalised children, under the aegis of “THEY TOO ARE OUR CHILDREN”
    22. Creation of programmes for children with remarkable artistic talents.

    SOCIAL ACTIVITY
    • National and international lobby to promote the major projects of Bucharest – as well as to attract financial resources.
    • Support given to the Craftsmen Association of Romania in promoting and implementing social projects on the Romanian traditional craftsmanship.
    • Support given to the employees of the member companies of the Civil Engineering Employers’ Union.
    • Upholding the democratic principles by promoting and implementing the projects for Romania of the National Democratic Institute for International Affairs.
    • Meetings with the citizens of Bucharest, debates on various issues, support given to the underprivileged, information.
    • Promoting the craftsmanship products, marketing their activity and the transfer of the craftsmanship skills from the elderly to the young and women.
    • Support given to the reintegration programme for institutionalized children.
    • Support given to the National Programme for Children with Diabetes (despite the fact that there is a legal framework in this respect).
    • Creation of the Centre for Equal Opportunities within the frame of the national consultancy project on gender policies.

    INTERNATIONAL ACTIVITY
    • Participation in the seminar on “Breast Cancer”, organized by the European Parliament in Brussels.
    • Participation in the meeting of the Committee for Women Rights and Equal Opportunities of the European
    • Parliament, on “Building a Democratic Europe” in Brussels.
